How to read this tracker

The 28th Regime follows the EU's ordinary legislative procedure. The European Commission proposed the text. The Council of the EU has agreed its position; the European Parliament must adopt its own before the institutions negotiate one final version. The rules still require formal adoption and publication, followed by their application date. For the legal background, read the 28th Regime explained.
